WASHINGTON -- The Federal Communications Commission should reject recommendations made by several telephone companies to accelerate depreciation of equipment, cable groups told the commission. Pacific Bell, Nynex Corp., U S West Inc. and BellSouth are among the phone companies that have asked for various changes in the FCC's depreciation policies as part of the agency's video dial tone proceeding.
Telephone companies have told the FCC the changes are needed to stimulate investments and to modernize the telecommunications network. "The telcos make it clear that video transport means little to them, owning programming means a lot, but a change in depreciation rates and amortization schedules means the most," said a coalition of 11 cable groups,...
