MAJOR WHITE HOUSE POLICY STATEMENT IN THE WORKS? Under attack for political indecisiveness, President Bush is reaching a moment of truth on the telecommunications front. With the Democrats playing hardball on cable re-regulation and the Federal Communications Commission tackling video dial tone, Bush allies want a statement from him that would lend strength to their efforts to effect policy changes the White House says the president supports.
