WASHINGTON -- The video dial tone concept, as defined by the Federal Communications Commission, continue to baffle executives and attorney from the cable and telephone industries. This month's National Cable Television Association's convention in Dallas provided few new clues. "It's hard to tell what video dial tone means in any practical, real world, let's-live-with-it sense" NCTA president James Mooney said in an interview earlier this month.

"If somebody waved a wand and said by six o' clock tomorrow morning, video dial tone would exist, I don't know what in the hell that means in the sense you could turn something on when you get out of bed," Mooney said.
