WASHINGTON -- Time Warner Cable and Cablevision Systems Corp. were among the groups opposing New York Telephone Co.'s application to provide video dial tone services on a trial basis to three apartment buildings in New York City. Under the proposal, NYT would build a fiber optic link to connect the three buildings, currently served by Liberty Cable Co., a satellite master antenna service.

Liberty, the cable groups said, would be NYT's sole customer. Because NYT's facility lacks a fundamental video dial tone requirement -- a common-carrier platform, providing the capability to serve multiple customers on a non-discriminatory basis, the application should be denied, the cable groups told the Federal Communications Commission last week.
