FCC seeks comments on proposed Cable Act rules. (Cable Television Consumer Protection Act of 1991)

WASHINGTON -- The Federal Communications Commission set deadlines for public comments on proposed rules to implement the new cable law's customer service and anti-buy-through provisions.
Initial comments on the customer service proposals are due Jan. 11 and reply comments on Jan. 26. Buy-through comments are due Jan. 13, with replies due Jan. 28.
Among the questions the FCC raises in its buy-through text is whether cable operators may offer multiple-channel discounts that are not channel-specific without running afoul of another provision that bars ops from charging basic subscribers and expanded basic subscribers different prices for programming offered on a per-channel or per-program basis.
