MELBOURNE, Australia -- Telecom, the Australian government's telephone carrier, has announced plans to deliver television pictures over ordinary phone lines. The move comes just as the Australian government began advertising worldwide for expressions of interest in two four-channel, satellite-delivered pay-TV licenses.
