Cleveland officials are angry over Cablevision Systems Corp.'s planned acquisition of the city's North Coast Cable system. Charging that the operator hasn't fully complied with its franchise agreement, they vow to hinder the deal. Cablevision disclosed last month that it had agreed to acquire all of North Coast for $133 million.

The MSO already owns 19 percent of North Coast and manages it as part of its Cleveland-area cluster. Local investors control most of the remainder. The specific problems cited by the city are among the commoner issues when it comes to franchise transfers: funding of the city's public access corporation and the downtown institutional TV network.
