Rate re-regulation. Many cable subscribers have heard those words and know that some sort of governmental action is afoot. But subscribers remain befuddled in the wake of sketchy consumer news stories that attempt to report on benchmarks, rate rollbacks and other bureaucratic jargon. With the industry itself on hold, subscribers, many of whom have been angry with their cable companies for years, are waiting for answers, even rebate checks.

"One hears the rates will be going down 10 percent, but is that figure right? Is it 10 percent off basic?
