It was just about one year ago that Congress debated and passed the 1992 Cable Act. During the past year, the FCC has been implementing the various regulations required by the Act. It may be natural to assume that since the Act passed and implementation has moved to the FCC that the political battle is over and that Congress is no longer actively involved in the process.

But Congress is and will continue to be "involved." (Witness the FCC's recent action on the effective date of rate regulation in response to congressional pressure.) Although it is too late to debate last year's cable bill, we do need to let our congressional representatives know what is and is not working.
