FCC gives PCS a wide berth. (personal communications services)

Washington - In landmark action, the Federal Communications Commission last Thursday set the ground rules by which cable, telephone and other companies may provide personal communications services.

In a 2-1 vote, the FCC allocated 160f MHz of spectrum in the 2 GHz band, four times the amount of spectrum originally allocated to the cellular phone industry. Of the total, 120 MHz will be provided for licensed operations and 40 MHz for unlicensed devices.

The government will auction off the licensed spectrum in the following way: two blocks of spectrum at 30 MHz a piece in each of the nation's 51 so-called "major trading areas," which are geographic markets defined by Rand McNally; one block of spectrum at 20 MHz and four blocks at 10 MHz apiece in...
