TCI taps Brown as new GM for Westchester system. (TCI of Westchester; general manager; Scott Brown)

In the midst of a major rebuild and extensive franchise negotiations, TCI of Westchester, N.Y., replaced longtime general manager Ira Birnbaum with Scott Brown, the general manager of TCI's Pinellas County, Fla., system. Lloyd Riddle, state manager for Tele-Communications Inc. in New York, said the move was more an "allocation of resources," than an indictment of Birnbaum's performance.
"We need to take a more energetic role in the management of the system," Riddle said. Birnbaum will remain with the system as director of government affairs and public relations manager, a full-time position.
