State governments seeking to implement new technologies for distance learning and telemedicine have found themselves caught in a slugfest between the cable and telephone industries. Both industries want to claim the public relations high ground associated with bringing social and economic benefits to politicians and their constituents.
There are also tens, if not hundreds, of millions of dollars at stake: dollars to help build sophisticated broadband networks, and from long-term contracts with schools, hospitals, and other institutions and users. Many states have bits and pieces of distance learning or telemedicine networks using a variety of technologies.
