Broadcasters are enjoying new opportunities to lobby the Federal Communications Commission and Congress for permission to use proposed high-definition television channels to deliver multichannel video services similar to what cable operators envision doing. Cable operators are sure to weigh in loudly against the plan, which in the worst-case scenario envisions 10 broadcasters in a given market being allowed to offer a total of 60 channels to compete against cable.

Under proposed FCC rules, the agency will allocate to each broadcaster a second 6 MHz channel for a 15-year transitional period from analog TV to HDTV -- or ADTV, "advanced digital TV," as former FCC Chairman Alfred Sikes sought to more broadly rename it during tenure. That broadcast...
