TCI, Comcast feud with cities. (Tele-Communications Inc.; Comcast Cable Communications Inc.)

In several areas, MSOs and cities are already at each other's throats over the cities' regulation of cable rates. Comcast Cable Communications Inc.'s battle with the city of Tallahassee, Fla., heated up earlier this month as the city urged the Federal Communications Commission not to block its effort to impose rate cuts and refunds totaling an estimated $1.5 million in the first year.
Meanwhile Tele-Communications Inc. of St. Louis has asked the FCC to issue an emergency stay of a 39-cent-a-month rate rollback ordered by the city's Board of Aldermen. Last month, Comcast asked the FCC to block Tallahassee's March 9 rate order. The city responded in an April 5 filing, saying, "Comcast's motion should be dismissed as no more than a bald attempt to elevate...
