WASHINGTON -- A powerful House committee chairman last week launched a formal probe into the Federal Communications Commission's award of potentially lucrative communications licenses to Cox Enterprises Inc. and two other companies last December. At the urging of a fellow senior House Democrats, Energy and Commerce Committee Chairman John Dingell (D-Mich.) began the investigation with a long and at times critical letter May 3 to FCC chief attorney William Kennard.

Dingell's seven-page letter, distributed to all current FCC commissioners and former Commissioner Ervin Duggan, requested detailed information relating to the agency's actions in connection with the free award of broadband personal communications services (PCS) licenses to Cox, American Personal...
