Washington -- At a farewell press conference, the head of the Personal Communications Industry Association last week defended the award of free spectrum to Cox Enterprises Inc. for the development of wireless voice and data communicators. "The whole idea was to reward companies who come forward with new technologies and new applications." said Tom Stroup, who resigned April 29 to head a new PCS-related company.
"And," Stroup added, "some of the biggest companies in the country are the ones best prepared to engaged in that kind of research and innovation."
