SBA, FCC attempt to settle small op feud. (Small Business Administration; small cable operators)

WASHINGTON -- The Small Business Administration and the Federal Communications Commission are trying to reach a compromise before the courts are forced to settle their dispute over which FCC regulations should apply to small cable operators. But time is running short for the feuding agencies.

"There has been no closure whatsoever," an SBA source said last week, confirmin that the two agencies were, nevertheless, continuing their discussions. SBA, an independent federal agency like the FCC, has to decide in the near future whether it will file a brief in federal court arguing that some FCC regulations which affect small business are illegal.
