WASHINGTON -- After a long and politically charged battle, Cox Enterprises Inc. could know in a few weeks whether it will take possession of a Personal Communications Services (PCS) license to serve more than 60 percent of the California population. Cox has agreed to pay at least $400 million plus interest over five years for the 300-MHz license.

The payment plan is contained in the GATT trade agreement because Congress needed money to offset revenue lost due to lower tariffs mandated by GATT. The next big hurdle for Cox would come with passage of the 123-nation GATT agreement, which a lame duck Congress under Democratic control will begin considering on Nov. 29.
