Small ops seek Emergency System exemption. (multiple-systems operators; Emergency Alert System)

Washington - Citing prohibitive costs, small cable operators have flatly warned the Federal Communications Commission that many of them will be wiped out if forced to participate in the new Emergency Alert System. "We are about one regulation from turning off our systems now," said Michael Schell of S & S Cable Systems, in recent handwritten comments to the FCC.
Schell and his wife, Linda, run three small systems in northeastern Wyoming, ranging from 210 to 55 subscribers. He said he simply cannot afford the basic EAS equipment, estimated at $10,000 to $15,000 per headend.
