Cincinnati Bell Telephone Co. has unveiled a new tactic in its fight to stop Time Warner Communications from entering the Ohio local telephone market. During hearings before the Public Service Commission of Ohio, CBT alleged that TWC lacks the financial strength to raise the $500 million it proposes to spend building a phone network that would serve 37 of 88 Ohio counties.

The local exchange carrier backed up its contention with testimony from James H. Vander Weide, a research professor of finance and economics at Duke University. Vander Weide testified that Time Warner Entertainment, which controls TWC, won't be able to borrow the money to build such a phone network because of a $10 billion mountain of debt currently carried by its parent, Time Warner...
