Ohio regulators have begun holding hearings on Time Warner Communications' application for entry into the local phone market, despite the vigorous objections of Cincinnati Bell Telephone Co. The Public Utilities Commission of Ohio began the process last week after asking the state Supreme Court to dismiss a CBT motion that would force the agency to first conduct hearings on whether a second local exchange carrier is needed.
In its counter motion, the PUCO said the request should be dismissed because it "failed to show how [CBT] is harmed by any action by the Commission."
