By any measure, Southwestern Bell Telephone Co. was the clear winner among the Baby Bells forced to defend their state monopolies during the first half of the year. No other regional Bell operating company even approached SW Bell's success in preserving its markets in Missouri and Texas from attempts to introduce all-out competition, analysts say.

"Among the Bells, the one that did the best was Southwestern Bell, especially in Texas," said Scott Wright, a New York-based analyst with Argus Research.
