WASHINGTON -- Broadcasters hoping to gain access to precious spectrum to provide digital TV and other services might be out of luck, the victims of Congress' obsessive drive to erase the budget deficit by finding revenue in every nook and cranny of the government. Broadcasters holler that forcing them to pay for the spectrum will put them on the verge of collapse.
For years, the National Association of Broadcasters has exercised enormous influence in Congress, winning guaranteed access to cable systems in 1992 and recently blocking an assortment of bills that the NAB deemed injurious to the advertiser-broadcaster bond. But the NAB says it's literally in a fight for its life because Congress might authorize the Federal Communications...
