An upstart wireless cable operator going public to fund a war with Time Warner Cable's New York City operation has been plagued by technical problems that had customers canceling service at a huge rate, filings with the Securities and Exchange Commission show. The disclosure was made in connection with a planned public offering filed recently by Cellularvision USA Inc.
