Time Warner Cable has won a two-year court fight to shield its customer billing practices in Wisconsin from the state's consumer protection law. Acting without comment, the Supreme Court last week refused to hear an appeal of a lower court decision upholding the MSO's use of a negative billing option in Wisconsin.

The state Department of Justice had alleged that the negative billing option practice - which charges consumers for services not requested - violated the Wisconsin Unfair Trade Practices Act. The law does not outlaw the practice, but mandates that a business"shall not deal unfairly with its customers."
