LOS ANGELES - Century Southwest Cable Television Inc. will pay $5.25 million in rebates to customers in Los Angeles in order to mollify city officials that successfully challenged the operator's post-regulatory programming tier. The operator will also pay $500,000 in liquidated damages related to the rebuild of its three franchise areas within the city of Los Angeles City officials said the operator was late installing quad-shield cable drops, delayed honoring a bona fide request for service in one franchise and held up deployment of educational channels for more than two years.
