WASHINGTON - WebCel Communications Inc., a likely bidder in upcoming federal auctions for local multipoint distribution service licenses, is making moves at the Federal Communications Commission to help it attract capital from power companies. Last week, WebCel asked the FCC to grant it permission to become an exempt telecommunications carrier, under a provision of the Telecommunications Act of 1996 that was designed to speed power-company entry into various telecommunications arenas.
"We intend to partner with utilities and other local entities to make LMDS happen," said David Mallof, WebCel's chief operating officer, last week. The FCC is apparently close to announcing the auction of 493 LMDS licenses with 1,300 megahertz of spectrum for each basic...
