AKRON, OHIO - Here in northeast Ohio, the feverish hype of the cable modem is meeting the cold reality of Joe Consumer. The results, so far, are mixed. The cable industry is keeping a close eye on Time Warner Cable's Northeast Ohio division, centered here and in Canton, which, last fall, was the scene of the first full-blown commercial rollout of a service - dubbed Road Runner - that linked consumers' computers to the Internet at blazingly fast speeds via two-way fiber optic cable wires.
