LAS VEGAS - Federal regulators view the must-carry victory as an opening to impose new public-interest requirements on broadcasters in exchange for the recent free award of digital TV licenses. Leading the list of new federal mandates is free airtime for political candidates to counteract, in Federal Communications Commission chairman Reed Hundt's view, the insidious influence of money in presidential and congressional election campaigns.
