WASHINGTON -- RCN Corp. notified the Federal Communications Commission on Oct. 5 of its intention to build a 330channel open video system in the Philadelphia market and keep one-third of the channels for itself. RCN said unaffiliated programmers, who have a right to lease channels to obtain carriage, will be able to sign up as OVS programmers until Jan.

5, 1999. RCN told the FCC that it will set aside six channels for public, governmental and educational access and 23 channels to accommodate local TV stations.
