LONG BEACH, CALIF. -- California State University and AT&T Broadband & Internet Services (formerly Tele-Communications Inc.) said they have settled their legal dispute over the cable operator's obligation to carry the educational channel from the university's Hayward, Calif., campus. Under the terms of a new five-year agreement, AT&T Broadband will now offer CableNet TV to about 200,000 households -- more than double the number of East Bay cable subscribers than before.

That represents a victory for CSU, which sued TCI in January, claiming that the MSO was only delivering its educational programming and distance-learning courses to the college's hometown and its immediate vicinity, in- stead of to surrounding markets. CSU's educational courses...
