WASHINGTON -- Reps. Bob Goodlatte (R-Va.) and Rick Boucher (D-Va.) asked the Federal Trade Commission and the Federal Communications Commission last Friday not to apply open-access require-ments to the merger of America Online Inc. and Time Warner Inc. until such rules apply to all cable operators.
