Shares in competitive local-exchange carrier Allegiance Telecom rose nearly 14 percent, or $3.13 each, to $25.75 on Nov. 14, despite news that Microsoft Corp. co-founder Paul Allen had trimmed his holding. According to filings, Allen's Vulcan Ventures Inc sold 1.5 million shares of Allegiance on the open market for $26.75 apiece Oct.

31, cutting beck to 4.5 million shares from 6 million shares, or to 4.1 percent from 5.5 percent of outstanding stock. Allen paid $33.33 to $37.33 per share for his Allegiance stock a year ago. After rising almost eightfold in 1999, Allegiance is down 59 percent this year.
