Utility regulators in California -- who just ordered Golden State ratepayers to pony up an additional $5.7 billion for electricity -- apparently have enough time on their hands to think about things other than how to keep the lights on. California's idea of energy deregulation was to let wholesale power rates rise while keeping a tight lid on retail residential rates, a scheme that blew a hole in power companies' balance sheets and led to rolling blackouts.

The plan's enforcer -- the California Public Utilities Commission -- now says it knows how to regulate cable Internet access. "California believes that a market-based approach is insufficient to ensure open access, and that regulatory oversight is appropriate ..." CPUC said in a April 3 FCC...
