WASHINGTON -- Republican Federal Communications Commission nominee Kevin Martin can't be sworn into office until July 1, owing to a mix-up in confirmation papers approved by the Senate on May 25. Sources said Senate confirmation documents state that Martin is to begin his five-year term on July 1, 2001, and forgot to give him a short-term appointment for the next 32 days.
The Senate was off last week for the Memorial Day recess and wasn't returning until June 4 to address the Martin problem. Sources said Republican Kathleen Abernathy and Democrat Michael Copps plan to be sworn in Tuesday or Wednesday.
