A letter from David Olson, director of the office of cable and franchise management in Portland, Ore., to a Comcast official, Deborah Luppold, vice president of Comcast Cable Communications Inc., in Beaverton, Ore., said language in Comcast's privacy policy is raising concerns about consumer-privacy protection.
