WASHINGTON -- Is there anyone wired to the D.C. power grid who has needed to change his business card more often than Kevin Martin? In the past 12 years, Martin has held nine jobs, the biggest one coming through last week when President Bush promoted him to chairman of the Federal Communications Commission.
