WASHINGTON -- The first major piece of telecommunications legislation emerged in the Senate last week, and the cable industry did not come out a winner.
Probably the best thing going for cable right now is that it is much easier to stall a bill than to pass one.
Going to bat for the Baby Bells and other wireline cable rivals, Sen. John Ensign (R-Nev.) last Wednesday introduced a sweeping telecommunications-deregulation legislation (S. 1504) along with Sen. John McCain (R-Ariz.).
Key provisions would allow phone companies to offer video without a franchise and to gain access to all cable-affiliated programming.
