Michigan's attorney general has appealed a state Public Service Commission ruling that deregulated incumbent phone providers in metropolitan Detroit, Flint, Grand Rapids and Lansing. Attorney General Mike Cox faults state utility regulators' determination that incumbent telcos such as SBC Communications Inc.
