Calif. regulators revisit rule on packet access.(This Just In)(Brief Article)

SAN FRANCISCO -- The California Public Utilities Commission has reversed a 2004 ruling on access to packet-switched networks, an action Verizon Communications Inc. said will ease its migration into such advanced services as video. The 2004 ruling required that Verizon had to make its new technology platform, also known as IP switching, accessible to competitors at wholesale rates.

Because of the state policy, the telephone company delayed investment in the technology that will allow improved integration, increased flexibility and greater economies of scale for its fiber-to-the-premises video plant.
