The Bush administration for the first time expressed opposition to a bill recognizing a Native Hawaiian government, despite proposed Senate amendments aimed at reducing concerns raised by the Justice Department. Opponents of granting recognition to Native Hawaiians say that the proposal is based on a discriminatory policy and could lead to the state's secession.

Sen. Daniel Akaka (D-Hawaii) introduced provisions on Sept. 16 to his Native Hawaiian Reorganization Act of 2005 answering Justice's questions about litigation against the government, military readiness, civil and criminal jurisdiction, and gaming regulation if a new government is established.
