Staff Developer installs system designed to protect environment and Lowell subdivision A Lowell, Mass., developer recently constructed a new type of underground stormwater management system designed to protect the environment and upscale housing planned for a local subdivision. Kazanjian Enterprises installed the subsurface chambers at the site of the Kaitlin Estates in Lowell, where single-family homes are expected to sell for around $650,000.
