White House: disabilities, emergency preparedness. President Bush signs Executive Order 13347, creating the Interagency Coordinating Council on Emergency Preparedness and Individuals with Disabilities. The body will be chaired by Homeland Security chief Tom Ridge and has three functions: to make sure federal employees with disabilities are considered in emergency planning; to make sure state and local governments do the same for their employees and for people they serve; and to foster cooperation between all entities, public and private, on this issue.
