That's what we read from comments by new USDA Secretary Mike Johanns. Here's what he said: "The realization was there that very large sums of money were going to very few ... and that very controversy is what the president is zeroing in on. There's a point at which there should be a limit." Obviously, Johanns is talking about Bush's proposed tightening of the payment cap on farm program benefits.
