Movement after developing countries' WTO offer.

A group of 20 developing countries, led by Brazil, last week offered up a plan to set five "bands" of countries relative to ag tariff levels. It helped spark some life into flagging WTO talks.
Their idea would call for greater reductions in tariffs for countries in the "bands" with higher tariffs. There's still plenty of details left to be worked out on their offer. But it has breathed some life into the talks that were seemingly stalled. However, it may take another jump-start or two before a final deal is in hand.
