NOAA sees 'weak' La Nina building.

Sea surface temp data has the National Oceanic and Atmospheric Administration (NOAA) looking for weak La Nina conditions to develop the next six to nine months. Longtime weather watchers note La Nina doesn't mean drought, but can "permit" it in the Midwest. And with things already dry in key spots, it's another factor to watch in 2006.
