Disaster aid battle ahead.

We still expect a disaster aid plan to be in the emergency supplemental spending bill for fiscal 2006. It will be smaller than the $4 billion proposed and would have budget offsets to "pay" its way. But, even with spending offsets, it might not happen. That's because White House sources say President Bush is serious about using his veto pen for the first time ever if the overall supplemental spending bill exceeds $95 billion.
The Senate's version is $14 billion over that mark; House leaders side with the White House. A big battle looms on this issue.
