Things are either about to pick up steam ... or grind slowly to a halt when it comes to the 2007 farm bill. In fact, there's already prospects that we may not see this omnibus legislation completed this year--or maybe even next year! Budget deal keeps offset requirements to tap 'reserve' funds.
The fiscal year (FY) 2008 budget resolution did not deliver any "guaranteed" extra funds beyond the baseline for the House and Senate Agriculture Committees to write the next farm bill.
