La abierta disputa entre la Cruz Roja Mexicana (CRM) y la Junta de Asistencia Privada del Distrito Federal (JAP) reabrió el debate sobre la necesidad de reformar el marco jurÃdico que regula el sector de la beneficencia y, con ello, poner fin a la discrecionalidad con que se manejan actualmente donativos en efectivo y en especie.
