Cingular buys Salt Lake spectrum from Leap.

With the specter of NextWave Telecom Inc. hanging over the wireless industry, some operators have moved beyond waiting for licenses they thought they won during the infamous Federal Communications Commission Auction 35 and are finding alternative ways to fill out their national foot print.

Cingular Wireless, which was the high bidder through a partnership with Salmon PCS L.L.C. for 79 licenses during the auction, made a deal last week with Leap Wireless International Inc., the high bidder for 22 licenses during the same auction, to purchase 15 megahertz of Leap's spectrum in the Salt Lake City market. The deal, valued at $140 million, gives Cingular a foothold in the country's 34th largest market.
